Weird Question - Trunk vs. Genitals for Nipple repair

Hello,

My plastic surgeon stated that I should've used 13131 instead of 13100 for a nipple repair because female nipples are considered genitalia. I have always thought breasts and nipples to be part of the trunk. I'm googling and finding resources stating that "female breasts are LEGALLY protected as genitalia". (example,if I grab a woman by the arm, the crime is Assault, but if I grab a woman's breast, it's Sexual Assault by Contact. The difference is the arm is not legally recognized as a sexual organ, but breasts are.)

Okay that makes sense BUT does this apply to coding?

Any resources to prove or disprove this?

    When you have to code 13100 if patient has lacerated skin in nipple you can
    code 13100, otherwise you have to code 19350 it depends modifiers or
    laterlity of the body. patient has scar in nipple or morethan layered
    closure. we can code for complex repair.
