In my opinion, the 'X' modifiers weren't necessary due to the detailed
descriptors of ICD10. Whoever created them has not come forward to be
flogged in public.
I would code the following:
27096
20610-59 (with ICD10 for dx - right hip)
20610-59 (with ICD10 for dx - right shoulder)
Some payers might want 20610 x 2 with both dx's.
